Org. Setting and Reporting
This position is located in the Security and Safety Service Section of ECLAC and is under the mandate of the United Nations Department of Safety and Security (UNDSS). The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations Security Management System (UNSMS) globally.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. Responsibilities
Under the overall command of the Chief of Service, the security officer is required to perform armed security functions and reports directly to the security sergeant or supervising officer.

Within delegated authority, the Security Officer may be responsible for the following duties:

• Protects the life of people in the UN complex and preserves UN property by providing security coverage of entry points throughout the United Nations complex to prevent entry to unauthorized person and the unauthorized removal of UN property.

• Preserves the order by enforcing the application of UN policies and safety and security regulations, in line with ST/AI/5/2019.

• Screens all personnel, packages and vehicles entering the UN complex to ensure authorized access. • Provides continuous coverage of cameras, telephone and radio communications systems and associated recording units in the Control Centers.

• In the event of emergencies and incidents, alerts relevant units and dispatch security personnel to the site under the direction of the Sergeant in charge of the Control Centers.

• Maintains logs and rosters and initiates chronological logs of events during emergency situations. • Prepares daily and weekly work schedules and various periodic reports.

• Provides information and directions to all people associated with the organization.

• Controls pedestrian and vehicular traffic.

• To be alert of any potential or actual breaches of security and any disturbances or unusual activity and report these immediately.

• Ensures that all UN property being carried from the complex is checked for appropriate documentation.

• Performs other related duties as required.

Competencies
• Professionalism: Knowledge of United Nations Security policies, procedures and practices. Demonstrated sound judgment in applying technical expertise in applying United Nations Security policies, procedures and practices. Ability to apply use of force continuum, including use of firearms, as appropriate.

Knowledge of the use of weapons and self-defense tactics. Ability to communicate effectively both orally and in writing and ability to respond to enquiries and provide reliable information or direct staff to alternative source of information.

Good knowledge of the city where the office is located. Education
High school diploma or equivalent is required.
Job – Specific Qualification
Officers are required to be in possession of valid host country licenses type B, including but not limited to conduct motor vehicles. A valid motor vehicle permit must be attached to your application.

Work Experience
A minimum of two years of progressively responsible experience in armed security operations, including but not limited to civilian police force, military police, or any other relevant military operations is required.

The minimum year of relevant experience is reduced to none for candidates who possess a first-level university degree or higher.

Experience in emergency procedures: detection and handling dangerous objects, handling of fire emergencies, use of metal detectors, use of firearms, etc, is required.

Experience in self-defense techniques is required. Experience working for an international organization or United Nations entities is desirable. Experience in providing training and guidance on emergency procedures is desirable.

Languages
English and French are the working languages of the United Nations Secretariat, and Spanish is a working language of ECLAC. For this position fluency in Spanish and Knowledge of English are required.

Assessment
Evaluation of qualified candidates will include a series of assessments including but not limited to: – A physical fitness assessment – A technical written assessment exercise – A Security Officer Test – A Competency-based interview – A psychological evaluation by medical personnel Candidates must pass each stage in order to progress to the next to be considered for possible recruitment.
