Job Description

1. Background

2.     Office/Unit/Project Description
UNDP is the United Nations’ principal development agency, uniquely positioned to support the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs) through work in more than 170 countries and territories. The 2030 Agenda, approved by the United Nations General Assembly in September 2015, was launched in January 2016 and will guide UNDP policies and funding for the next 15 years.

The Ministry of Education, aware of the State’s duty to strengthen secondary technical-vocational education (TP), has promoted, through the Executive Secretariat of Secondary Technical-Vocational Education (SEEMTP), the strengthening of lifelong technical-vocational training and the promotion of public education, along with the implementation and updating of the National Technical-Vocational Training Strategy. One of its functions focuses on implementing actions aimed at strengthening and coordinating technical-vocational training, aimed at, among other things, training students with employability and transversal skills, enabling them to enter and remain in the labor market and/or pursue higher education or labor certification processes. These actions include, among others:

Support for the Development of Territorial Networks to Strengthen Technical and Vocational Secondary Education (EMTP)
Support for strengthening the capacities of management teams at EMTP establishments and Local Public Education Services (SLEP) teams for decision-making and the implementation of differentiated technical-vocational training.
Development of Pedagogical Resources for the implementation of technical-professional specialties.
Articulation and coordination of stakeholders involved in the implementation of Technical and Vocational Secondary Education at the public and private levels.
Support for curriculum updating processes for technical-professional secondary education.
Development and updating of regulations and decrees associated with the implementation of Technical-Professional Secondary Education.
Development of Professional Technical Equipment Competitions for Public and Subsidized Private EMTP establishments.

In relation to the above, the Ministry of Education has proposed working to reconceptualize Vocational Training (TVT) from the perspective of sustainable human development, understanding that, while economic prosperity is important, it is only one of the means to advance the ultimate goal of development: people’s quality of life. This aims for a TVT in which students and workers find a space to build skills relevant to their own life aspirations—through which they can contribute to meeting the economic, social, and sustainable development needs of the country and its territories—and in which decent work and substantive gender equality are fundamental principles. Therefore, it is necessary to support the effective implementation of the National Vocational Training Strategy 2020-2025, as well as the development of the updated strategy for the 2025-2030 period, by the Vocational Training Advisory Council.

In this context, it is necessary to highlight the initiatives and initiatives involved in the various milestones of Secondary Technical and Vocational Education (STTE). For this reason, the Executive Secretariat requested a consultancy between late 2023 and early 2024 to develop products within the framework of the Communications Plan for the assessment and promotion of initiatives to strengthen and coordinate the STTE system. Therefore, it is necessary to consolidate the work carried out to develop a work agenda that will allow progress to be made with the identified guidelines and promote the strengthening of STTE.

Therefore, UNDP is seeking to hire a Communications Assistant who, under the supervision of the Internal Coordinator in general and the Executive Secretary in particular, will support communications activities that contribute to positioning technical and professional training as a strategic space for the country’s development and transformation.

3. Scope of work

The overall objective of this position is to support the development of the Communications Strategy initiatives for the valorization and visibility of the SEEMTP’s Technical Vocational Training initiatives and activities associated with the design and deployment of the National Technical Vocational Training Strategy.

Among the expected functions and results are:

Support the SEEMTP in communication issues, within the framework of the committed activities, milestones, and actions.
Generate content for the internal communication needs of the Executive Secretariat of Technical and Professional Secondary Education (SEEMTP).
Act as a communication counterpart with other internal and external actors relevant to the SEEMTP.
Ensure compliance with communication that integrates a cross-cutting approach to gender equality and social inclusion, in accordance with the standards of the United Nations Development Programme and the Ministry of Education.
The incumbent performs other duties within his or her functional profile that are deemed necessary for the efficient functioning of the Office and the Organization.

4.          Institutional Agreement

The position will be performed in person at the Ministry of Education offices in Santiago, Metropolitan Region, Chile. These duties must be performed in accordance with the required weekly in-person meetings with the technical counterpart and/or other team coordinators.

The selected candidate will serve in the Executive Secretariat of Technical and Vocational Secondary Education, under the general supervision of the Internal Coordinator and, specifically, of the Executive Secretary of the SEEMTP. On the UNDP side, the Project Coordinator will be responsible for administrative supervision, overseeing coordination with the Poverty Reduction and Development Area, as well as with the Communications Unit and the UNDP Communications Policy.

6. Minimum qualifications of an NPSA

Minimum academic education required
Complete secondary education is required.
A university professional degree (Bachelor’s Degree) in Social Communication, Journalism or some other related or equivalent field will be given due consideration, but is not a requirement.
Having a university degree in the aforementioned areas will be considered an advantage.

Minimum years of relevant work experience
Minimum 5 years (with Secondary Education) or 2 years (with Bachelor’s Degree) of relevant experience.
Relevant experience shall be understood as the set of work experience that includes: Work experience in the field of journalism, social communication, or public relations.
Work experience within state institutions in communications tasks.
Work experience in media management, press, programs, or projects in the field of digital media (such as websites, content, and media outlets), television, and/or communications agencies.
Required skills and competencies
Proficiency in software that may be required for the development of its functions, such as Adobe Premiere, Adobe Audition, Adobe Photoshop, WordPress, Analytics, among other related software.
Proficiency in remote work tools such as Microsoft Teams and Zoom, cloud storage, and collaborative work tools.
Handling of traditional Microsoft Office tools: Word, Excel, PowerPoint.
Outlook email management and its features.
Desirable skills and competencies
Have experience in digital media management, content creation, media management, among others.
Experience in organizing events and/or communication activities, ideally in the public sector.
Experience in the public sector, developing content and coordinating and articulating communication relationships with different stakeholders.
Experience in creating written content for digital or physical media

Required languages ​​(at work level)
Fluency in the Spanish language is required.

7. Travel:

Permanent availability to travel is required to support initiatives of the Executive Secretariat of Technical and Professional Secondary Education and/or those promoted by the Ministry of Education, in accordance with the requirements for the performance of their duties.
